Kent Police arrested a woman for investigation of prostitution loitering and possession of drug paraphernalia after a caller reported a woman with pink hair, a pink shirt and turquoise skirt walking in traffic at about 9:50 a.m. July 11 in the 26000 block of Pacific Highway South.
An officer responded to the call and saw the woman waving her arms and shaking her body as she walked down the sidewalk, according to the police report.
An officer in an unmarked police car parked near the highway and watched the woman with binoculars. The officer noted the woman would walk northbound a short distance and then turn around and walk southbound.
The woman would watch nearly every vehicle headed northbound as the cars approached where she walked. She often would wave at the drivers.
The officer reported her actions were consistent with prostitution activity and were in an area along Pacific Highway well known for prostitution.
According to state law, a person is guilty of prostitution loitering if he or she is in or remains in a public place and intentionally solicits, induces, entices or procures, or aids another to commit prostitution.
When officers talked to the woman, she claimed she was headed to the “DSHS” (Department of Social and Health Services) office in Tukwila.
The woman initially told officers she was not waving at cars but scratching her arm. She later said, “I know a lot of people in the area,” and waved to see if anyone she knew was driving by.
When police searched the woman’s purse, they found a glass pipe. The woman admitted she had smoked crack the night before. Police also arrested her for investigation of possession of drug paraphernalia.
Disturbing the peace
Police arrested a woman for investigation of disturbing the peace after she reportedly took off her shirt and exposed her bra at about 3:15 p.m. July 11 at a bus stop in the 24300 block of Pacific Highway South.
A King County Sheriff’s Office transit car with two deputies also was at the bus stop when officers arrived, according to the police report.
A security officer with a company hired by Metro Transit to watch bus stops told police that the woman yelled at people waiting for the bus and took her shirt off, exposing her bra.
Police had contacted the same woman earlier in the day along the highway when she claimed the CIA and FBI had tortured her and she needed to talk to President Obama to tell him what had happened to her. The officer told the woman he would take her home or where she wanted to go but she declined to accept a ride.
Officers later returned to Pacific Highway after the report of a woman taking her shirt off and yelling at people.
Assault
Police arrested a man for investigation of fourth-degree assault after he allegedly pulled his wife’s hair and punched her side during a dispute at about 3:04 p.m. July 13 at an apartment in the 11000 block of Southeast Kent-Kangley Road.
The woman told officers she did not know why her husband had become upset, according to the police report.
The wife had trouble standing and walking. Paramedics transported her to a local hospital.
Officers noted that the husband told them his wife had mental issues.
Officers who took the husband to the city jail discovered a clump of long black hair in his front pants pocket.
Theft
Police arrested a man for investigation of third-degree theft and unlawful possession of a fraudulent license after he reportedly took a perfume bottle at about 5:10 p.m. July 13 from a store in the 24800 block of the West Valley Highway.
A loss prevention officer at the store spotted the man taking the perfume, according to the police report.
The man reportedly stuck a perfume bottle in his pants pocket. He then picked up a few other items and paid for them but made no attempt to pay for the perfume.
Security stopped the man outside the store and called police. The store also turned over video surveillance of the incident to police.
The man told police he did not have enough money to pay for the perfume. He said it had an easy-opening box so he took the bottle out of the box.
Officers also discovered the man had fake identification on him. He said he paid $100 for the fake identification in order to work.
Police arrested the man for investigation of unlawful possession of a fraudulent license. The man had two other pieces of identification, one issued in Mexico with a Kent address and a Washington ID card. Officers notified U.S. Immigration and Custom Enforcement officials who placed a hold on the man for possible deportation.
